ReachOut Wireless is another company that works with Lifeline Assistance program to provide free cell phones to eligible subscribers. The company is a subsidy of Nexus Communication. It offers services in 18 states of the U.S. ReachOut Wireless is third largest provider of Lifeline phones after Safelink and Assurance Wireless. ReachOut is constantly working on expanding its service area to compete with Safelink and Assurance in terms of coverage.

Residents of state of California will also be able to benefit from ReachOut Wireless Lifeline Program but they will need to pay $2.5 every month for the basic plan.
Benefits provided by ReachOut Wireless to Lifeline participants
ReachOut Wireless provides free cell phones to Lifeline participants. These phones are refurbished but they can be replaced/upgraded to other better models by paying an additional fee. Subscribers can also upgrade their refurbished free phones to latest smartphones including iPhones and Android-powered phones.
ReachOut Wireless also lets its subscribers get extra minutes in addition to their standard free quota. Similarly, they can receive additional services by paying additional fees.
The subscribers will have three different plans to choose.
Customers will get 68 free minutes each month which can be rolled over to the next month. Each text message, incoming or outgoing, counts for 0.3 minutes from each plans.
Customers will get 125 free minutes each month which can be rolled over to the next month. Each incoming and outgoing text message is counted as 1 minute.
Customers will get 250 free minutes under this plan but these minutes can’t be rolled over to the next month. Each incoming and outgoing text message is counted as one minute of airtime.
How to qualify for ReachOut Wireless
ReachOut Wireless provides Lifeline services to eligible customers only. Eligibility varies from state to state. Some states use income based eligibility while others use program based eligibility. The program based eligibility requires applicants to qualify for SSI, SNAP (Food Stamps), Medicaid, and other similar programs. For income-based eligibility, applicants will need to prove that their income is within the income brackets defined for the program.
ReachOut Wireless will need your residential address in order to provide you the free cell phone under Lifeline program. The program allows only one phone per address.
